Trade Single Window to replace Road Cargo System on May 1
The Trade Single Window (TSW) will officially launch at 6:00am on May 1, 2026. User data from the existing Road Cargo System (ROCARS) will be automatically transferred to TSW. Users can seamlessly access TSW services by logging in with their existing ROCARS account credentials, without the need for re-registration, or by activating their account via the Interactive Voice Response System (IVRS).
ROCARS ceases service from May 1
ROCARS will officially cease service from 12:00am on May 1, 2026. For trucks crossing land border control points after the system ceases operation, all advance road cargo information and bunding procedures must be completed by 11:59pm on April 30, 2026. The Customs and Excise Department advise the trade to complete submissions by 11:00pm on April 30 to allow sufficient processing time.
During the period when ROCARS is out of service, cargo clearance services at land border control points will remain normal. Trucks that have completed the bunding procedures can cross the border as usual.
